WordPress, an excellent blogging publishing platform that is free (but accepts donations). The newest version (v2.5, March 2008) is the best one yet.
Design:
The look of Planet is based on the Contempt theme, which is an optional theme included in the WP installation. Previous template variations were K2 and Kubrick. Prior to that, Planet was an HTML-based webzine (back issues available), and before that appeared in DOCMaker, text, Acrobat PDF, and Palm formats.
Web host:
Planet’s reliable and affordable hosting company is ICDSoft. And that’s a freely given plug.
